Seller can't refund you in the first place, since seller doesn't have your money - AliExpress does, and is holding it until you confirm receipt. File a dispute and stop talking to seller.

Cancellationrequests are handled by the seller. Not by Aliexpress. Overall this does make sense since Aliexpress doesn't know of the exact situation an order resides in. Maybe it's a highly customized product that has already been produced. There might be better methods of handling this, but certainly isn't all that uncommon.
